The Election Administration raised impartiality standards and amended the Code of Conduct for its officers even before the 26 October election announcement. The CEC adopted a decree on August 16, further tightening the standards that election commissions at all levels must follow to ensure political neutrality. An independent and impartial election administration is a guarantor and a fundamental cornerstone for conducting democratic and free elections.

In line with this decision, the Central Election Commission has established a high ethical standard for ensuring political neutrality among officials; this will enhance and strengthen public trust in both the election administration and the electoral process.

Signing the Code of Conduct before each election has become a long-standing tradition. By doing so, election administration officers acknowledge their responsibility to remain ethical and neutral. Also, they take all necessary steps to ensure the elections meet the required standards for a democratic process.

Before the 2024 elections, election commission members at all levels signed the Code of Conduct simultaneously. This year, the signing will occur in several stages: first, by CEC members after the election is called, followed by members of lower-level election commissions after their appointments.
