Parliament is getting ready for hot debates on issue of secret surveillance

 

The issue of secret surveillance remains unresolved in Parliament of Georgia. NGOs are against giving the so called Keys to Ministry of Internal Affairs. It is also unacceptable for them that Inspector for Personal Data Protection will also be under subordination of MIA.

Head of non-governmental organization “International Transparency Georgia” Eka Gigauri says, that it is a job of Inspector for Personal Data Protection to monitor how and by whom personal data will be used, but if he/she will own the keys, the problem of controlling Inspector himself will occur.

Kakha Kojoridze, head of Young Lawyers Association explains, that if Ministry of Internal Affairs will have the Keys the risk of illegal use of personal data by ministry will be higher.

At this stage Parliament is discussing three models of conducting secret surveillance. According to draft law presented by parliamentarian majority, Ministry of Internal Affairs and Inspector for Personal Data Protection should have the Keys. According to Vakhtang Khmaladze’s initiative, these keys must be given mobile companies. The NGOs are demanding another model.

It was reported today, that the meeting of the working group, which will be attended by representatives of non-governmental organizations may also consider a fourth model, although it is not yet clear what kind of model it is.
