Vladimir Putin blames Ukraine for fighting in Ukraine. At the meeting with the cabinet members he underlined that Kiev hasn"t responded on his initiatives . Vladimer Putin says that  he made a  proposal in a letter to President Petro Poroshenko to withdraw heavy weapons from the demarcation line as a step toward implementing ceasefire.
