The civil sector thinks that first of all there should be the division of the High School and the Council of Justice to ensure that the school is no longer dependent on the council.

The second initiative implies the reform of the institution of the chairmen of the court, which prohibits simultaneous membership of the High Council of Justice and take position of the court chair .

"The High School of Justice does not have independence, which leads to a problem that the High Council of Justice fully controls the process of adoption of judges and their appointment process, "said Giorgi Gvilava, representative of Transparency International Georgia.
