International human rights organization assesses the bloody night of June 20 as excessive use of force by the police. The Human Rights Watch released a statement saying that the police should use proportional force and apply rubber bullets in extreme cases.
"On the background of the confrontation between the police and the protesters, the authorities should urgently inform the police to follow the norms of international law. These norms require that the police use only proportional force and use such tools as rubber bullets only in extreme cases. Law enforcers are obliged to respect the freedom of expression, including sanctions and unauthorized demonstrations. The principles set out by the United Nations on the use of force directly require the law enforcement authorities not to address violent means, "the statement reads.
