European Georgia, the United National Movement, Strategy Aghmashenebeli, United Georgia and Girchi signed an agreement on a justice system. As they said, this document envisages the implementation of reforms in order to increase the actual independence of the judiciary and trust in it after the defeat of the ruling party in upcoming elections.

The main directions of the agreement are:

Ministry of Internal Affairs: a) Decentralization of the police and removal of police functions from the MIA; b) Introduction of the institution of elective sheriffs within the self-government, where the sheriff will be responsible for combating all types of crimes, except for those, the scope of which is beyond of his/her territorial competence; c) Establishment of the Bureau against the organized crime.

State Security Service: a) The dissolution of SSS and the abolition of its political police function; b) Establishment of an independent anti-corruption bureau.

Prosecutor"s Office: a) Giving the victim of a less serious crime the right to choose a lawyer to represent his/her interests in court. The advocate of the victim may be a state prosecutor or a lawyer, who in such a case will act as an prosecutor; b) Removal of the oversight function of the investigation from the Prosecutor’s Office and leaving only the authority of representation at the court; c) Establishment of an anti-corruption Prosecutor’s office.
