The Human Rights and Civil Integration, and the Legal Issues Committees at the joint sitting discussed the Draft Law on Narcotic Means, Psychotropic Agents, Precursors and Narcological Aid.
According to the Chair of the Human Rights Committee, Mikheil Sarjveladze, the issue is not only legal but requires specific skills and knowledge in healthcare.
“The bill is entailed with the fact that the part of the agents subject to the special control as provided in the Annex N2 to the Law are stipulated under the determination of certain doze – small, large or extremely large. Hence, this gap shall be eliminated and the list of the small, large or extremely large number of the narcotic means and psychotropic agents withdrawn from the illicit storage or circulation shall be improved”, - he noted and added that the changes specify the amount of 8 agents under the special control.
These 8 agents have been selected deriving from the extremely large dozes and frequent use.
“The dozes shall be outlined for the narcotic means, such as amphetamine, desomorphine (so-called “Crocodile”), LSD, MDMA (so-called “ecstasy”), efedronine, methamphetamine, methadone and heroine providing the damageable consequences of each of these agents to life and health. The measure for the dozes are used the amount of one doze used by the episodic user, which shall be calculated per agent in the form of the pure substance. For instance, the relative share of the pure agents in the combined preparations shall serve as the measure for the calculation of the amount of the agent under special control to determine the respective responsibility”, - he added.
According to the Chair of the Education, Science and Culture Committee, Tea Tsulukiani, the bill has been developed long ago: “But it was not approved by the preceding Parliament as there were the forces urging that no sobriety and precautions are necessary and requiring liberalization of the complete package with the elements of legalization, which was unacceptable for our team as we are for the gradual liberalization, envisaging simple however difficult actions”.
As the Vice-Speaker, Davit Sergeenko noted, the changes allow the convicts to get back to their families: “The goal of the governmental policy is to mitigate the damage the formula of which is the reduction of supply and use”.
