The issue of Badri Japaridze revoked mandate was discussed at the bureau sitting. The issue was commented by the Chairman of the Parliament. As he said, the termination of a member of parliament has two grounds - legal and political.

“I fully share Irakli Kobakhidze’s elucidation regarding the termination of credentials of an MP. When it comes to a court decision, or a failure to acknowledge the credentials of the state, it, in turn, leads to the emergence of problems.

As for the termination of credentials of MPs, there was a wide discussion in this regard, and unlike the discussion in the spring, I think now everyone agrees that the termination of credentials of an MP has two dimensions. One is the legal basis - whether there is a legal basis for the termination of power, and the other - if there is a legal basis for what political decision is made by the Parliament. When the issue of termination or non-termination of power first arose last spring, the opposite was argued that if a legal basis were given, Parliament could not have made any decision other than termination of power and even constitutional complaints were filed in this regard.

The Legal Issues Committee discussed, presented its own conclusion, and this is a legal situation. As for the political dimension - arguments were presented at the plenary session. As for the explanation, including the explanation given by Irakli Kobakhidze - yes, this is the dimension that implies, if there is a solid legal basis, what are the additional criteria for a political decision, and Irakli Kobakhidze even explained what the issue was and I fully share this explanation, because it is about the fact that when there is no recognition of the system, the state, when it comes to the court decision, it, in turn, creates a problem, and this is the argument presented by Irakli Kobakhidze. So, this decision has two dimensions - legal and political, we all agree on that”, - said Shalva Papuashvili.
