Non-transparent process, pre-agreed candidate - third Sector assesses appointment of Vasil Mshvenieradze

The third sectorresponds to the appointment of Vasil Mshvenieradze as chairman of the Tbilisi City Court and the Administrative Cases Panel.

Representatives of the NGO sector say that Vasil Mshvenieradze`s candidacy was supposedly agreed in advance.

"The process was not transparent and it did not seem that the process was conducted in a competitive environment and every judge had an equal opportunity to nominate his candidacy for the position of the chairman of the court," - said Giorgi Beraia, the head of the Institute for Development of Freedom of Information.

Non-governmental organization "Transparency International - Georgia`s" lawyer Oliko Shermadini speaks about the absence of a competitive environment.

"Even the members of the council were not informed about the candidate, and even biographical data was not provided and voting was conducted under such conditions. Nothing would be harmed in the judiciary by the appointment of a new chair within a few months, "- Oliko Shermadini said.

The High Council of Justice has elected Vasil Mshvenieradze as the Chairman of the Tbilisi City Court and the Administrative Cases Panel. His candidacy was supported by 13 members of the Council and two members were against.
