Non-governmental organizations attend the discussion of the president"s veto at the parliament. Before the session they have issued a special appeal. They ask the parliamentary majority and parliament to take into the consideration President"s motivated remarks.

According to the NGO sector, the abolition of the status for self-governing cities will hamper democratic development.

"This will be a step backward from the point of view of local democracy," Zviad Devdariani, executive director of the NGO "Civil Development Agency (CIDA)" said.

Koka Kighuradze, the Executive director of the NGO " Development Center of Management Systems " states that the government refuses to take into the consideration recommendations of non-governmental or international organizations.
