The pre-election campaign of "Georgian Dream" is financed by the people"s money - the civil sector accuses the capital government of using administrative resources in favor of the government candidate.

According to Transparency International Georgia, the clip is not a social advertisement and it serves only to advertise Tbilisi City Hall and campaign of the management team. It is clear for the organization, what is the purpose of the videos prepared about roads , paved in 2014-17, constructed bridges and restored infrastructure when this information does not contain important news or urgent circumstances for the society.

The Tbilisi City Hall does not want to make an official comment on the matter, though they claim that they have not violated the law.
