"Transparency International Georgia" publishes the results of a new survey. The research is about creating new Public law and Non-profit legal entities in 2012-2017. The conclusion states that in the last 5 years, the number of legal entities of public law and the salary fund has increased significantly under the specific ministries, local self-governments and autonomous republics.
According to Eka Gigauri, executive director of Transparency International Georgia, the number of employees that indicate possible nepotism raises question marks. According to data, in 2012, 8870 employees were employed at Public law and Non-profit legal entities as of 2017, there were 12632 employees employed.
According to the organization, the number of contracted staff has also been increased. According to the report, in 2016, 216 million lari has been issued jointly to permanent and contracted staff.
"While the state speaks about the reduction of administrative costs, in this period the increase of Public law and Non-profit legal entities and their expenditure is absolutely unjustified. In fact, we also have several cases where family members of high-ranking officials are employed in Public law and Non-profit legal entities. Apparently, most of the Public law and Non-profit legal entities in the region are used by the officials to appoint their family members, "- Eka Gigauri said.
Transparency International - Georgia gives recommendations to the government. NGOs say that there should be clear criteria for municipalities to create Public law and Non-profit legal entities . Also, staffing should regulated at the legislative level.
