The civil sector criticises the amendments to the Law on Security Service, which grants its employee a right to fulfill his obligations and take position in the executive branch of Georgia or other institutions, without revealing his identity.
Non-governmental organizations assess these amendment as legalization of the state security.

"Such an initiative has many questions, including thefact the legalization of this institution is presented as a step forward," said George Mshvenieradze, chairman of the board of the Democratic Initiative.

The NGOs say that the introduction of the regulation causes a suspicion of using it for party purposes. According to Lika Sajaia, Parliamentary Secretary of Transparency International - Georgia, the amendment serves the purpose of istablishing a total control over citizens.
