"Unconstitutional!" - NGO Transparency International Georgia Program Manager Mamuka Andguladze evaluates the appeal by the Communications Regulatory Commission to TV companies.
The GNCC addresses the TV companies to verify the credibility of their public opinion survey, otherwise warns the media on penalties.
Mamuka Andghuladze states that there is a threa of "self-censorship" in GNCC"s this address.
"It is unconstitutional, contradicts European legislation and best practices and creates a threat to develop self-censorship in the country. Everybody agrees to specify which company has conducted, during which period, methodology and possible percentage rate of error. And then, as to whether or not it is reliable, it is self-regulation. This is checked only after the CEC will conclude the outcome and see how honestly and professionally the public survey was conducted. Every normal broadcaster and normal public opinion research company will avoid such research in the future, "Mamuka Andghuladze said.
Andguladze speaks about future threats and notes that this change can be aimed at manipulatation with public opinion polls.
