Media outlets linked to the Russian foreign and Defense ministries got involved in Russian propaganda against the Lugar Laboratory.
The dissemination of publications on the suspicious activities in the lab began with the activation of skripal case. On September 11, Igor Giorgadze, the former Minister of Security of Georgia residing in Russia spoke about the suspicious activities of the laboratory.
Later, Russian Foreign Ministry representative Vladimir Ermakov said that Russia will not allow the strengthening of the unit producing biological weapons on its borders.

"The Russian Federation continues to spread ungrounded accusations regarding the Richard Lugar Center, which does not reflect the reality and its aim is to break the reputation of Georgia and its Western partners.
The Lugar Research Center functions as a unit of the National Health Center for Disease Control and Public Health of IDPs from the Occupied Territories of Georgia and its financial support is implemented by the Government of Georgia.
