I personally had no very high expectation that ODIHR would say directly whether the legislative initiative was constitutional or not, though it was possible to make some indications, even indirectly, about the compliance of the draft law with international standards and about how possible it was to carry out such changes within the framework of the current constitutional framework. OSCE/ODIHR said it could not discuss the draft law and its compliance with the constitution.

It is a fact that both the opposition and the ruling party welcome this report. Accordingly, I think that the Public Defender played a positive role. The Public Defender was a mediator between the opposition and OSCE/ODIHR, as we had the mandate and the technical capacity to send a question to OSCE/ODIHR”, - concluded Nino Lomjaria.
