Levan Zhorzholiani, Head of Government Administration of Georgia together with Revaz Sokhadze, Minister of Infrastructure and Guram Dumbadze, Department Head for Governance Efficiency at the Government Administration met representatives of companies that are members of the Infrastructure Construction Association.

The meeting focused on recently implemented legislative and systemic reforms aimed at effectively addressing challenges related to the procurement and execution of construction works.

Particular emphasis was placed on the importance of aligning the costs of construction materials, transportation, labor and machinery with prevailing market prices through the introduction of a price indexation mechanism. The participants also discussed the role of the electronic market research module, which provides all interested parties with equal opportunities to participate in the market research process.

As the Head of Government Administration noted, one of the primary objectives of the large-scale reforms is to ensure the construction of high-quality infrastructure that will serve citizens for many years: "Georgian infrastructure must become synonymous with quality. It is unacceptable for infrastructure to require rehabilitation just a few months or a year after a project has been completed. It should require only routine maintenance. We have introduced important reforms, including price indexation. In addition, through the extensive work carried out by the Levan Samkharauli National Forensics Bureau, benchmark prices for machinery, materials, and wages have been established. The state and the private sector should not be paying different prices for the construction of the same infrastructure. The introduction of the electronic market research module has enabled us, over the past year, to eliminate improper practices related to market research and public procurement".

Levan Zhorzholiani highlighted the significant role played by the Ministry of Infrastructure, Public Procurement Agency and Levan Samkharauli National Forensics Bureau in developing and implementing these reforms. As he noted, reform enables the state to procure high-quality products in a competitive environment while ensuring fair, predictable conditions for the private sector.

Representatives of the construction industry also discussed the challenges facing the sector and presented various initiatives. Zhorzholiani answered questions from the representatives of the private sector, expressed his readiness to continue close cooperation with them. It was noted that the reform process aimed at supporting the construction industry and strengthening the sector will continue.
