The initial draft of Tbilisi’s 2026 budget, totaling GEL 2,082,482,000, has been submitted to Tbilisi City Council for consideration. Such a statement made today the Mayor of Tbilisi.

“The city’s main financial document is ready, the draft Tbilisi 2026 budget, which has already been sent to the council (sakrebulo). This is the initial version yet to be discussed. We maintain active communication with the council, and all comments will be taken into account.

The total volume of the 2026 budget amounts to GEL 2,082,482,000, which is nearly GEL 100 million more than last year’s.

The distribution of revenue sources is as follows: own revenues – GEL 1,474,814,000; capital special transfer from the state budget – GEL 580,000,000; other capital grants (within the framework of VAT loans) – GEL 25,480,000; targeted transfer – GEL 1,783,000.

The budget has been allocated across the following priorities: transport infrastructure, environmental improvement, support for homeowners’ associations, healthcare and social services, culture, sport and youth.

For 2026, GEL 479,920,000 has been earmarked for infrastructure projects, encompassing all promised major projects: the so-called Military Town Park, rehabilitation of the Vake Park fountain cascade, construction of 4 new kindergartens, replacement of dilapidated housing, rehabilitation of the Chess Palace, rehabilitation of Sulkhan-Saba Orbeliani and Ingorokva Streets, rehabilitation of Rustaveli Avenue, and numerous other projects which would take too long to enumerate.

The 2026 draft budget also includes significant promised transport projects, including the design and construction of the tram line, metro modernisation, etc.

For healthcare and social services, GEL 583,944,000 has been allocated, which is GEL 50,091,000 more than in 2025. Their share of the budget amounts to 28%.

The state budget includes donor funding of GEL 168,000,000.

Regarding budget approval procedures, as I have already mentioned, the initial version of the budget has been sent to Tbilisi Sakrebulo.

Discussions will now proceed within committees and factions, and their recommendations will subsequently be presented.

Throughout this process, we will continue to work actively with the Ministry of Finance and the central government to secure further increases in the budget for the projects already outlined in the 2026 plan.

We have planned quite substantial projects. I wish to thank the Prime Minister for the cooperation, and the Ministry of Finance for their support, so that with their assistance we can implement these projects. The final, revised version of the budget will be presented to the council on December 10”, - said Kakha Kaladze.
