Draft Budget of Tbilisi has already been sent to the City Council - self-governing body will approve the main financial document of the capital by the end of the year

Tbilisi`s 2026 budget is a document focused on development, social protection, and urban sustainability, aimed at meeting the city`s current needs while also laying the groundwork for its long-term growth, said the capital`s mayor at a meeting of the Tbilisi Municipal Government.

"The total volume of the 2026 budget amounts to GEL 2,193,388,700. This figure is GEL 219,823,300 higher than the approved 2025 budget and exceeds the initially submitted draft budget by GEL 110,906,500. The revenue structure is distributed as follows: own-source revenues – GEL 1,533,357,600; capital special transfer from the state budget – GEL 630,000,000; other capital grants, including VAT payable within the framework of loans – GEL 25,480,000; and targeted transfer for the implementation of delegated powers – GEL 4,551,100.

The infrastructure sector is allocated GEL 572,920,000 in the 2026 budget, accounting for 26% of the total budget volume. For social and healthcare programs, GEL 601,712,500 is planned, which is GEL 67,859,100 more than in 2025. Social and healthcare expenditures represent 27% of the budget.

The state budget also provides donor funding of GEL 168,000,000. In 2026, numerous important strategic projects will be launched and continued, including the design and construction of a tram line, the Samgori–Vazisubani cable car, the full rehabilitation of Rustaveli Avenue, the construction of new bridges, the modernization of existing infrastructure, the development of sports complexes and recreational spaces, the creation and rehabilitation of square parks and parks; and the improvement of modern waste management systems.

Importantly, funding is increasing across all districts, with an allocation of GEL 298,933,900, which is GEL 24,095,100 more than the approved budget for 2025", - said Kakha Kaladze.
